(Qinhibit_menubar_update, inhibit_menubar_update):
New variables.
(syms_of_xdisp): Initialize new variables.
(update_menu_bar): Do nothing if inhibit_menubar_update is set.
Specbind `inhibit-menubar-update' when updating the menu bar.
